ARPA funding appropriation completed

We completed appropriating federal American Rescue Plan Act (ARPA) funding during the second special session. Oklahoma's share of the federal funding was more than $1.8 billion, most of which has now been allocated for various programs and agencies to make improvements within the state. All but three of the bills sent to the Governor’s desk were approved.

Rural Oklahoma will see benefits from Progressing Rural Economic Prosperity (PREP) funds, which will go to industrial parks, air parks and manufacturing centers across the state. Economic and workforce development is vital to improve infrastructure and help rural communities recover from the negative pandemic effects.

One of the problems Oklahoma and the rest of the country continue to face after the pandemic is a shortage of workers in critical fields. We appropriated funds to support industries and get Oklahomans back to work. Aerospace, aviation, manufacturing, technology, and engineering are some of the highlighted industries. Educational programs will encourage the next generation to pursue rewarding careers in high demand fields.

The State Broadband Office will be able to expand internet access across Oklahoma with these allocations. This is an effort that will require collaboration between a multitude of agencies, communities and leaders. Having access to high-speed internet will benefit Oklahomans' ability to conduct business online, including telehealth, school, work, and more.

Health care was an important topic during the special session, including the expansion of telemedicine in rural communities. It is crucial to give Oklahomans the quality health care they deserve. Further funding will help expand nursing programs, pharmaceutical drug development, dental care, incentives for the pursuit of health care careers, and mental and behavioral health programs to support law enforcement, first responders and our youth. Rural hospitals need our protection, and they have our support.

The ultimate goal is to use federal ARPA funds to improve our state. Water systems, technology and more will also see improvements following these historic appropriations.

The entire state has struggled as a result of the worsening drought. To offer support to Oklahoma agriculturists, the Legislature approved another $20 million for drought relief in addition to the $3 million approved during the 2022 regular session. This bill was signed by Governor Stitt, who had already issued an emergency drought declaration to reactivate the Emergency Drought Commission. The commission will determine the best use for these funds.

In addition to my work at the Capitol, I've also been busy back here in the district. I recently had the opportunity to attend the Oklahoma Pharmacists Association district meeting in Duncan. This meeting was a great place to discuss legislative efforts and interact with members of the association. It was great to get an update from those who know the industry best, Oklahoma pharmacists.

Lastly, I would like to recognize the life of former Congressman and Oklahoma Representative, Bill Brewster. Bill was beloved by all and always had the interests of Oklahomans at heart. He always made sacrifices to achieve a better outcome for others. I am honored to have called Bill my friend. My thoughts are with his wife, Suzie, and his family at this time.
